MANILA — President Ferdinand Marcos Jr. has appointed former DPWH secretary Rogelio Singson and certified public accountant Rossana Fajardo as members of the Independent Commission for Infrastructure (ICI), Palace press officer Claire Castro announced on Saturday (Sept. 13, 2025).
Singson served as DPWH secretary under President Benigno “PNoy” Aquino II where he ordered a stop to the implementation of asphalt overlays in roads since those were widely believed as among the major source of corruption.
Meanwhile, Rossana Fajardo is country managing partner at SGV & Co., with over three decades of experience in auditing, internal controls, and risk management, “especially in identifying weaknesses in financial systems and operational processes.”
“She has worked across both public and private sectors to help organizations deflect fraud, strengthen governance, and build more accountable institutions,” Castro said.
Castro added that Baguio City Mayor Benjamin Magalong would also serve as special adviser.
