Governor Lucille Nava represented the province of Guimaras at the 2025 PEMSEA Network of Local Governments (PNLG), and was elected Forum president held in Jakarta, Indonesia on September 16–18, 2025.
The forum, themed “Towards a Sustainable and Inclusive Blue Economy: Linking Climate, Nature, and Energy,” gathered PNLG members from countries across East Asia including the Philippines, Cambodia, China, Indonesia, Japan, Malaysia, the Republic of Korea, Thailand, Timor-Leste, and Vietnam.
The PNLG serves as a vital platform for advancing sustainable coastal development through advocacy, knowledge sharing, and multi-stakeholder partnerships among governments, civil society, and the private sector.
In her speech Gov. Nava expressed her vision for PNLG becoming “a leading network of local governments, driving resilient, inclusive, and sustainable coastal development in East Asia.”
PEMSEA stands for “Partnerships in Environmental Management for the Seas of East Asia,” a regional coordinating mechanism for the sustainable development of coastal and marine areas in the East Asian Seas region. It has 11 Country Partners (CP) and 21 Non-Country Partners (NCP) to implement the Sustainable Development Strategy for the Seas of East Asia.
